I have basil growing really well in a leftover container (like the plastic holey ones you buy strawberries in at the supermarket) inside. It's not even super sunny but it does great, so at least that one's definitely possible. All I really did was put some dirt in there, toss the seeds on top, toss some more dirt on top, push it down, and wait. They're fast sprouters.
I've heard rosemary is hard to grow from seeds, but I've never grown it so I don't know for sure.
I think you should be able to buy herb seeds wherever you buy other vegetable seeds. good luck!

well i was planning in growing them in the long plastic flower pots so i can put them next to my window like these:

but will they require to have little holes in the bottom?

Those pots should be perfectly fine. My only problem with basil is that it kept getting taller and taller before I could eat all the leaves, so you could try pinching off the top leaves and encourage it to grow out to the side. It's such a lovely smelling plant :)
Re: holes - I think the pots you linked have holes in the bottom, so they should be okay. I've never planted basil in holeless pots, but I grow a lot of stuff in plastic cups without any holes and they do okay as long as you don't over water. Basil seems to soak up water REALLY quickly though, if I left mine outside they would usually begin to wilt before any other plant (but quickly perk up again as soon as they got watered!)

With the holes...I think I have some of those pots that you linked to (the square ones) and although they have marked out where the holes could go, they haven't got any. Just take care and push out the little circular marks with a screwdriver (be real careful and if you can hold the pot against a soft surface because they break easily).
